Who Are Chen Zhi and the So-Called Crime Network, Accused by the United States and United Kingdom of Massive Scam Operations?

The UK and US have imposed sanctions on a global syndicate based in south-east Asia, accused of running extensive internet fraud schemes that are suspected of using trafficked workers to defraud individuals around the world.

This criminal enterprise has flourished in the past few years, particularly in certain areas in Cambodia and Myanmar where countless individuals have been duped by false job adverts and then forced to commit online fraud, such as romance scams, often under the menace of physical harm.

The United States Treasury stated it had taken what it described as the most significant measure to date in south-east Asia, focusing on over a hundred individuals connected to the so-called organization, which the United Kingdom also sanctioned.

Those sanctioned comprise the head of the Prince group, Chen Zhi, as well as more than a dozen persons linked with his commercial activities across south-east Asia and the Pacific.

Understanding the Alleged Syndicate and the Identity of Chen Zhi?

According to official statements, the individual in question, thirty-eight, also referred to as “the alias”, is the founder and chairman of Prince Holding Group (the group), a multinational business conglomerate headquartered in Cambodia which, as per its online presence, is focused on “real estate development, financial services and consumer services”.

On October 14, American officials stated that the accused, who remains at large, had been indicted for wire fraud conspiracy and money laundering conspiracy for directing the group's activities of fraud centers using coerced labor across the country.

Chen’s rapid ascent to wealth has gained him significant political influence, comprising alleged consulting positions to the nation's leader. The individual, born in China in 1987, is thought to have bought citizenship in Vanuatu and Cyprus, and is also a citizen of Cambodia.

Why have They Been Penalized?

The US justice department alleged people had been held against their will in the fraudulent operation centers connected to the syndicate and forced to engage in a variety of fraudulent schemes that stole massive sums from targets in the US and globally.

As part of the investigation into Chen, the US and UK have confiscated $15bn (ÂŁ11.3 billion) in bitcoin and blocked London assets.

The frozen properties are thought to include a £12 million residence on a prestigious street, one of London’s most expensive addresses, a £95 million office block on a key financial avenue in the center of the City of London’s financial district, and several flats in downtown London.

“Now the Federal Bureau of Investigation and allies executed one of the largest financial fraud takedowns in history,” said FBI director the official in a announcement about the actions.

Other Parties Is Involved?

According to the US assistant attorney general, Chen was the alleged “chief architect behind a sprawling cyber-fraud empire operating under the group's banner”. He was placed on a US sanctions list this month together with more than a dozen additional persons suspected of being involved in his commercial network.

Over a hundred corporate bodies – based in Cambodia, Singapore, Hong Kong and Taiwan among others – were also placed on a sanctions list because of suspected connections to Chen.

What will the Sanctions Do?

A representative from Cambodia's government told media outlets that the government would cooperate with other countries in the case against the individual.

“We are not shielding persons that break regulations,” the official said. “But it does not mean that we blame the group or its leader of engaging in illegal acts similar to the allegations made by the US or the UK.”

In spite of the historic set of penalties, experts say the fraud sector is still massive, with the United Nations estimating in recent years that about 100,000 people were being forced to carry out internet fraud in Cambodia, as well as at least one hundred twenty thousand in the neighboring country and many thousands in other Southeast Asian states.

Considering the prevalence of the enterprise in multiple south-east Asian countries, some worry any apprehensions will create a gap for other transnational groups to swoop in.
